About the Counter Terrorism Alliance

The Counter Terrorism Alliance is a ground breaking joint partnership, bringing together the knowledge of policing, the private sector and public sector to counter terrorism. The sharing of information and knowledge has been at the core of the work being done by the Counter Terrorism Alliance, focusing on utilising experience and research to discover innovative approaches to better inform businesses and the public on the threat, and the best practices to mitigate against it. Comprised of the National Counter Terrorism Security Office (NaCTSO), Home Office and Pool Reinsurance, the Counter Terrorism Alliance are responsible as a tripartite for the delivery of ProtectUK, helping to support businesses through the constant development of the platform.

We are proud to fund the creation of the ProtectUK platform, a substantial part of our multi-million pound commitment into the counterterrorism research, development and risk mitigation activities.

This and other partnerships and initiatives from international collaboration to innovations in insurance coverage are at the heart of our mission: to provide financial protection from the impact of terrorism, and in doing so, improve the UK's resilience if the worst should happen.

We operate as a unique public-private partnership, with the benefit of an unlimited HM Treasury loan facility. We cover £2.2 trillion of UK based assets including businesses of all sizes, from shopping centres and local traders to airports and power grids; across sectors of the economy such as real estate, retail, transport, construction and energy. 

We are globally recognised as the leading experts in the terrorism risk financing, and have been operating since 1993; following the withdrawal of terrorism cover by most insurers as a results of the untenable losses arising from the Troubles in Northern Ireland. 

Sadly, terrorist continues to provide a sinister risk, and to date we have paid claims in excess of £1.25 billion (when adjusted for inflation) in relation to 17 terrorist events since our foundation. In response to the increasing complexities regards terrorism risk, we developed Pool Re SOLUTIONS (PReS), a specialist consultancy unit created to provide Member insurers and their policyholders with a range of tools and information to better understand and mitigate the complex risk of terrorism. Among the tools managed by the PReS is the Vulnerability Self Assessment Tool, that assists organisations in benchmarking their management of risk.

Home Office

The first duty of the government is to keep citizens safe and the UK secure. As the lead government department for immigration and passports, drugs policy, crime, fire, counter-terrorism and police, the Home Office plays a fundamental role in the security and economic prosperity of the UK.

The Home Office is supported by 30 agencies and public bodies to deliver on key responsibilities, including keeping the United Kingdom safe from the threat of terrorism and ensuring people feel safe in their homes and communities. By working together with the police, security and intelligence agencies, the private and public sectors, civil society and international partners, we continue to ensure that the evolving terrorist threat does not undermine the very fabric of our society.

As part of the ProtectUK project the Home Office provide strategic support and oversight, working closely with the other partners to deliver advice and guidance to help ensure businesses can take steps to mitigate the risks of terrorism.

NaCTSO (National Counter Terrorism Security Office)

NaCTSO is a police hosted unit within the National Counter Terrorism Police Headquarters (CTPHQ) that also works as a National Government agency. Our unique position means we are responsible for both counter terrorism and national level security and protection. 

We support the Protect and Prepare strands of the government’s counter terrorism strategy (CONTEST) and are responsible for providing awareness, advice and guidance in the following areas:

  • Publicly Accessible Locations (PALs) throughout the UK 
  • Hazardous sites and dangerous substances 
  • Critical National infrastructure 
  • Personal Security  

To deliver effectively, we work in partnership with government and industry and utilise a network of approximately 190 Counter Terrorism Security Advisors, who work within local police forces. As part of the CT Alliance, we are also responsible for the delivery of the ProtectUK Platform.
