This toolkit contains messaging and copy that can be used, either internally or externally, by organisations, businesses, event planners and security. The assets and copy are relevant and applicable to locally or privately organised events to remind people to stay alert.
Why are we running a Winter Vigilance campaign?
The Winter Vigilance campaign is now in its second year and aims to build on the success of last year. Our campaign approach is underpinned by insight into how the public feel about the UK terror threat and research into how those with hostile intent think, feel and behave.
Research shows that one of the most effective things you can do to deter hostile activity is to demonstrate that your staff and customers are encouraged to be, and are, vigilant, and that they know how to report suspicious activity.
In addition, we also know that one in three people want to know more about what is being done to keep them safe by organisations and event organisers.
We have also commissioned research to evaluate previous vigilance campaigns, and public polling is carried out quarterly to understand the public’s attitudes towards the UK terror threat.
Key insights from the polling tell us that people want to socialise safely.
Over 90% believe Counter Terrorism Policing is necessary and vital to keeping the country safe;
Over 60% believe that everyone can play a role in defeating terrorism;
Over 70% felt like vigilance messaging in public spaces was relevant and suitable;
76% of people who saw messages encouraging them to be vigilant felt assured to follow their instincts and like they knew how to report if they saw something that didn’t feel right.
We know that:
the public understand that vigilance messaging is there to keep them safe;
they don’t feel alarmed when they see messaging from Counter Terrorism Policing;
they are reassured and informed on how to report suspicious activity.
We aim to maintain a level of reassurance and alertness, but never alarm the public. We have tested the winter vigilance messaging with the public through YouGov polling and this has helped us shape the language we have used, to ensure it is easy to understand. We are also grateful for advice and feedback from a campaign working group, made up of communication and security professionals from the public and private sector, which has helped to shape the campaign.
The purpose of this campaign is to encourage your staff and customers to trust their instincts and know how to report suspicious activity – anything that doesn’t feel right.
The campaign aims to:
Highlight how we can all play our part in defeating terrorism;
Increase awareness of the signs of potential terrorist activity;
Encourage your staff and customers to report anything that doesn’t feel right;
Encourage everyone to socialise safely.
Promoting vigilance within your business
The threat to the UK from terrorism remains unchanged at ‘substantial’, which means that an attack is likely. We know an attack can happen anytime, anywhere.
It’s important to stress that Counter Terrorism Policing officers and staff across the UK, alongside the security services and other partners, work night and day to bear down on the threat from terrorism – but we all have a role to play in looking out for each other.
So what can you do to better protect your businesses, customers and staff from the terrorist threat?
You can take simple actions to ensure your business is playing its part. Your actions could help save lives.
Staff and volunteers are crucial eyes and ears and can be the people customers or visitors report suspicious activity to. Make sure they are briefed on what to do if someone reports ‘something doesn’t feel right’ to them and that they are encouraged to take action immediately.
Ensure staff and volunteers complete Action Counters Terrorism (ACT e-learning). It is free and takes around an hour.

What we want you to do
Download our toolkit and consider how you will use it to get the vigilance message across to your staff and customers.
Consider which of your communication channels you can use to support the campaign. This could be channels that help you communicate with your staff. Or it could be channels that you use to communicate with customers. Ideally, we’d like you to use both to communicate campaign messages on our behalf.
Here are some ideas:
Use the digital assets and social media copy to create social media posts and post on your channels, using the hashtag #CommunitiesDefeatTerrorism. If you’d prefer, you can share Counter Terrorism Policing’s social media posts on your channels. You can connect to our social media channels below.
Use staff emails or newsletters to showcase the campaign and let your staff know that they have a vital role to play in helping to keep everyone safe.
Print off posters and display them in areas of high footfall, for example, back of house areas, customer toilets or till points.
If you want to use the toolkit but have specific requirements, for example, you need a different sized image to suit one of your digital channels, we’re happy to provide these for you.

The threat from terrorism is evolving all the time, so the materials in the toolkit are designed to be used in a range of locations and scenarios.
Key messages
Our recent research has shown that members of the public preferred simple, direct and succinct wording, with messaging encouraging them to report. In addition, community-centric messaging resonated most with respondents, making people feel they want to work together to keep everyone safe.
A strong clear call to action informing people how to report should be included in all messaging, along with the hashtag #CommunitiesDefeatTerrorism. This helps us to track activity and conversations around the topic.
As different social media platforms have different audiences, we would like you to use the messages across all of your channels. Based on the research we have supplied a range of messages for you to use, which have been tailored for each platform. These can also be used for internal purposes.
Including an image, rather than just text, encourages more engagement. We would like you to use the messages along with any of the images from the toolkit.
Please post throughout the day/evening as this will ensure that the messages reach different people at different times.

Rydym wedi comisiynu ymchwil hefyd i werthuso ymgyrchoedd gwyliadwriaeth y gorffennol, ac fe gynhelir polau chwarterol o’r cyhoedd er mwyn deall agweddau’r cyhoedd tuag at y bygythiad terfysgol i’r Deyrnas Unedig.
Mae canfyddiadau allweddol o’r polau yn dweud wrthym bod pobl eisiau cymdeithasu’n ddiogel.
Mae dros 90% yn credu bod Plismona Gwrthderfysgaeth yn angenrheidiol ac yn hollbwysig ar gyfer cadw’r wlad yn ddiogel;
Mae dros 60% yn credu y gall pawb chwarae rôl wrth guro terfysgaeth;
Roedd dros 70% yn teimlo bod negeseuon gwyliadwriaeth mewn mannau cyhoeddus yn berthnasol ac yn addas;
Roedd 76% o’r bobl a oedd wedi gweld negeseuon yn eu hannog i fod yn wyliadwrus yn teimlo sicrwydd y byddent yn dilyn eu greddf a’u bod yn gwybod sut i riportio petaent yn gweld rhywbeth nad oedd yn teimlo’n iawn.
Rydyn ni’n gwybod:
bod y cyhoedd yn deall bod negeseuon am wyliadwriaeth yno i’w cadw’n ddiogel;
nad ydyn nhw’n cael braw pan fyddan nhw’n gweld negeseuon Plismona Gwrthderfysgaeth;
maent yn dawelach eu meddwl ac yn fwy gwybodus ynglŷn â sut i roi gwybod am weithgarwch amheus.
Ein nod yw tawelu meddyliau a chadw pobl yn effro, ond heb godi braw ar y cyhoedd byth. Rydym wedi profi negeseuon gwyliadwriaeth y gaeaf gyda’r cyhoedd drwy bolau YouGov ac mae hynny wedi’n helpu i addasu’r iaith a ddefnyddiwn, er mwyn sicrhau ei bod yn hawdd ei deall. Rydyn ni’n ddiolchgar hefyd am y cyngor a’r adborth a gafwyd gan weithgor yr ymgyrch, sy’n cynnwys gweithwyr proffesiynol o feysydd cyfathrebu a diogelwch o’r sectorau cyhoeddus a phreifat, ac mae hynny wedi helpu i lywio’r ymgyrch.

Hyrwyddo gwyliadwraeth yn eich busnes
Mae’r bygythiad i’r Deyrnas Unedig gan derfysgaeth yn parhau heb ei newid, ar lefel ‘sylweddol’, sy’n golygu bod ymosodiad yn debygol. Rydyn ni’n gwybod y gall ymosodiad ddigwydd unrhyw bryd, mewn unrhyw le.
Mae’n bwysig pwysleisio bod swyddogion a staff Plismona Gwrthderfysgaeth ledled y Deyrnas Unedig, ynghyd â’r gwasanaethau diogelwch a phartneriaid eraill, yn gweithio ddydd a nos i wrthsefyll y bygythiad gan derfysgaeth – ond mae gan bob un ohonom rôl i’w chwarae yn gofalu am ein gilydd.

Let’s look out for each other this Rugby League World Cup
Counter Terrorism Policing HQ is working with the Rugby League World Cup 2021 to encourage the public to be vigilant for anything that doesn’t seem right, and to report it to a steward or police officer.
We’ve created a bespoke campaign for RLWC2021 venues to use on your channels in the lead up to and throughout the tournament.
Our partners at the RLWC2021 will be supporting the campaign, displaying adverts on large screens at the games, posting on social media and, through messages on the tournament website and in customer emails, encouraging ticketholders and rugby league fans to be vigilant and report anything that doesn’t seem right.
Let’s keep the ball moving this tournament by staying alert and looking after each other.
Why take action?
Research shows that one of the most effective things you can do to deter hostile activity is to demonstrate that your staff and customers are encouraged to be and are vigilant, and that they know how to report suspicious activity. Research also shows that one in three people want to know more about what is being done to keep them safe by organisations and event organisers.
With support from yourselves and our partners at the RLWC2021, we aim to:
make the public aware of how we can all play a part in defeating terrorism;
increase the public’s confidence in reporting something that doesn’t feel right and how to report;
support you to disrupt hostile activity by demonstrating that security is a priority.
